“This is what it means to be a global superpower”. It was with this thundering statement that Joe Biden concluded his announcement of a $95 billion military aid plan for his allies in Ukraine, Israel and Taiwan, of which $61 billion is earmarked for Ukraine. This colossal budget was approved by the US President on 23 April after several months of debate and deadlock in Congress and the House of Representatives, where the Republicans had long opposed it.
