Note: The idea of building the economy from the bottom up, is not to bring it to it's bottom first before you attempt to build it back better. Not to block the US energy project and not to sanctions the energy of Russia, knowing for a fact that this will cause inflation worldwide.

 The White house always comes out after any speech by this President to say something to the effect "He really really didn't mean it".  He himself got comfortable with that notion.
