Unemployed South Dakota residents will not see a $300 federal boost in weekly jobless benefits after Gov. Kristi Noem opted to turn down President Donald Trump's executive offer.

"South Dakota's economy, having never been shut down, has recovered nearly 80% of our job losses," Noem, a vocal supporter of the President, said in a statement on Friday. "South Dakota is open for business -- that applies to our business owners and their employees."

In an executive action announced last weekend, Trump said the federal government would provide the jobless with a $300 payment, using $44 billion in disaster relief money from the Federal Emergency Management Agency. The move came after Congress failed to extend its unemployment supplement, which expired at the end of July after providing the unemployed with $600 a week for four months.

But states would have to accept the Trump administration's offer, which would require they create a new payment system since it's not part of the existing unemployment program.

Clear and convincing evidence is a higher level of burden of persuasion than "preponderance of the evidence," but less than "beyond reasonable doubt."      

It is employed intra-adjudicatively in administrative court determinations, as well as in civil and certain criminal procedure in the United States.     

 For example, a prisoner seeking habeas corpus relief from capital punishment must prove his factual innocence by clear and convincing evidence.

This standard is used in many types of equity cases, including paternity, persons in need of supervision, child custody, the probate of both wills and living wills, and many similar cases.

Clear and convincing proof means that the evidence presented by a party during the trial must be highly and substantially more probable to be true than not and the trier of fact must have a firm belief or conviction in its factuality.       

In this standard, a greater degree of believability must be met than the common standard of proof in civil actions (i.e. preponderance of the evidence), which only requires that the facts as a threshold be more likely than not to prove the issue for which they are asserted.

This standard is also known as "clear, convincing, and satisfactory evidence"; "clear, cognizant, and convincing evidence", and is applied in cases or situations involving an equitable remedy or where a presumptive civil liberty interest exists.

Single people are far more connected to the social world around them. On average, they provide more care for their siblings and aging parents. They have more friends. They are more likely to offer help to neighbors and ask for it in return. 

This is especially true for those who have always been single, shattering the myth of the spinster cat lady entirely. Single women in particular are more politically engaged attending rallies and fundraising for causes that are important to them than married women. (These trends persist, but are weaker, for single people who were previously married.)

 Researchers found that those who were married without children were the most isolated. The  potential explanation for this is that these couples tend to have more time and money and thus need less help from family and friends, and are then less likely to offer it in return. The autonomy of successful married life can leave spouses cut off from their communities. Having children may slightly soften the isolating effects of marriage, because parents often turn to others for help.

The sociologists found that, for the most part, these trends couldn’t be explained away by structural differences in the lives of married versus unmarried people. They hold true across racial groups and even when researchers control for age and socioeconomic status. So it isn’t the circumstances of married life that isolate—it’s marriage itself.
